AML & KYB Software for Corporate Service Providers
Company formation, nominee and registered-office services are registered or licensed activities in most financial centres. One Constellation helps CSPs and TCSPs verify the people and companies they act for, trace beneficial ownership, screen every party and keep the records regulators inspect.
Regulators See Corporate Service Providers as Gatekeepers
Shell and front companies need someone to form them, give them a registered address and supply nominee officers. That is why FATF Recommendation 22 brings trust and company service providers into the AML regime, and why Singapore, Hong Kong, the UK and, since July 2026, Australia register, license or supervise them.
Layered and Nominee Structures
Clients often arrive through intermediaries, with holding companies and nominee arrangements between you and the real owner. You need to reach the natural persons behind them and record how you got there.
Registration Brings AML Duties
In Singapore, at least one director, partner or owner of a registered CSP must pass an AML/CFT course and test, and the firm must carry out customer due diligence, assess risk and keep internal controls.
Liability Reaches Senior Management
Under Singapore’s CSP regime, an AML breach can cost a CSP up to S$100,000, and its senior management can be penalised too. Providing corporate services without registering carries a fine of up to S$50,000, up to two years in prison, or both.

Singapore. The Corporate Service Providers Act 2024 came into force on 9 June 2025. Any business providing corporate services in or from Singapore must register with ACRA. Registration lasts two years, and at least one director, partner or owner must pass an AML/CFT course and test. The CSP Regulations 2025 set the AML/CFT duties, including customer due diligence, risk assessment and internal controls. A person acting as a nominee director by way of business must be arranged through a registered CSP, which must check that they are fit and proper. Separately, ACRA has kept central registers of nominee directors and nominee shareholders since 16 June 2025, and existing companies had until 31 December 2025 to file.
Hong Kong. Since 1 March 2018, trust or company service providers need a licence from the Companies Registry under Part 5A of the AMLO. Owners, partners and directors must be fit and proper, licences last three years, and the Schedule 2 customer due diligence and record-keeping rules apply. Operating without a licence carries a fine of HK$100,000 and six months’ imprisonment.
United Kingdom. TCSPs are defined in regulation 12(2) of the Money Laundering Regulations 2017. HMRC supervises those without a professional body supervisor and keeps the TCSP register. Separately, Companies House made identity verification mandatory for directors and people with significant control from 18 November 2025, and opened registration for Authorised Corporate Service Providers in March 2025. Companies House says third-party filers will not have to be ACSPs before November 2027 at the earliest.
Australia, the UAE and the EU. Since 1 July 2026, creating or restructuring companies and trusts, acting as or arranging nominee directors, secretaries, trustees and shareholders, and providing a registered office are designated services under Australia’s AML/CTF Act, with AUSTRAC enrolment due within 28 days of starting. In the UAE, the Ministry of Economy and Tourism supervises company service providers as DNFBPs and requires goAML registration. In the EU, the AML Regulation (EU) 2024/1624 keeps TCSPs in scope and applies from 10 July 2027.
